IRCC, formerly CIC, updates instructions on police certificates with respect to Express Entry selection system. This update may affect individuals who receive an Invitation To Apply (ITA). Please read carefully.

To note, PCCs are required upfront.

What does upfront mean exactly? At the time of doing your EE profile you need to have a PCC like IELTS certificate?

No, not at EE profile creation. The PCC is loaded together with all your document when you submit for EE completeness check. So this will be the time after receiving ITA.

OK but how is that different to what it used to be? To submit a complete application one has to upload a valid PCC, or in certain instances a LOE detailing best efforts to get it within the 60 day period plus proof that one applied soon after getting ITA. I think the key take out from this is to apply for PCC BEFORE ITA and then re-apply for it just before it expires.
