I've often wondered about those surveys. To the best of my knowledge they focus only on the City of Vancouver which is but a small part of what is generally regarded as "Vancouver". I did not experience Vancouver as such a livable city. It's hellishly expensive and, if you live outside the City of Vancouver, it is an extremely inconvenient place: road infrastructure is poor and, compared to European cities, so is the public transport. In terms of beauty it is right up there, though (if only it had beaches like Cape Town....).
